Code of Practice Working in Traffic

Adopted

Res.# 97-171

May 12/97

1.       When working in traffic, all personnel shall wear a hard hat and a blaze orange” vest with reflective striping, or orange overalls or coveralls with reflective striping.

2.       Personnel performing work that is short term in nature, such as “patching” small potholes or flushing sewers, shall use a tapering pattern of traffic cones to designate their work area, and to provide direction to motorists.  These traffic cones should be 5 (five) metres apart and arranged so that the length of the cone pattern is 10 (ten) times as long as the width of the lane being closed.

3.       Personnel performing mobile operations such as tarring cracks, shall place at each end of the working area, signs warning traffic of the operation.

4.       Where a traffic lane or a greater portion of roadway is closed for long term construction, signs shall be placed in strategic locations warning motorists of the work ahead and of any lane changes that they will encounter.  Cone patterns shall be used to channel traffic into proper lanes, and heavy barricades shall be used to provide workers with a buffer zone.

5.       Where traffic is forced into oncoming traffic by roadwork, the following shall take place:

 -   Where traffic flow is light and forced to change lanes, traffic shall face a sign that reads “YIELD TO ONCOMING TRAFFIC”.

 -   Where traffic density deems necessary, a flag person shall be used to control traffic flow.

6.       When conditions dictate the necessity to close a road completely, detour signs and barricades shall be used to direct traffic flow around the closure.

         - Heavy Barriers are specifically constructed barriers that are 4 ft. high and 7 ft. wide.
