Billing Credit for Diversion of  Solid Waste to Recycling

Purpose:

To provide financial assistance to non-profit organizations that, through recycling activities carried on within a premises in the Town, reduce the volume of solid waste that would otherwise need to be collected and disposed of by the Town. 

Policy:
1. In this policy ,"Eligible Organization" means an organization that:  
  a. is registered as a non-profit society or as a not-for-profit corporation,
  b. operates from a premises within the Town of Lacombe and receives solid waste services under Bylaw 316, and
  c. undertakes activities on or within the premises which, by way of re-use or recycling, reduce the volume of solid waste that is required to be collected and disposed of by the Town. 
2. Where an Eligible Organization reduces the amount of solid waste that would need to be collected and disposed of by the Town by 300 cubic meters (m3)of more per year, the Eligible Organization shall be entitled to receive a grant equal to the charge for collection and disposal services that would be levied under Bylaw 316 for the premises. 
3. Where the amount of solid waste reduced is less than 300 m3 but greater than 150 m3 per year,  Eligible Organization shall be entitled to a proportion of the grant given under Section 2 equal to the ratio of the amount reduced in excess of 150 m3 to 150 m3
4. The Eligible Organization shall be required to submit evidence  of the volume solid waste reduced by the recycling and re-use activities.
5. Upon receipt of evidence satisfactory to the Chief Administrative Officer, the grant calculated under Section 2 or 3 above shall be credited against the solid waste charges levied under Bylaw 316.
