WEST AREA STRUCTURE PLAN

Council has given first
reading to Bylaw
280 which will adopt the proposed West Area Structure
Plan,
a statutory land use plan that will provide for land use planning and development control
for the area of land north of Highway 12 and
east of Highway 2 (The west half of
Section 25, 40-27-4 and part of the east half of Section 26;
40-27-4) annexed into the Town on January 1, 2000.
A public hearing was
held on Monday, March 26, 2001 and at the request of two of the
principal land owners in the plan area, Council agree to allow
further input into the plan and will hold a second public
hearing on Monday, May 14, 2001 at 7:00 PM in Council Chambers.

The scope and nature of the West Area Plan is to:
- identify land use settlement patterns (residential, open
space, commercial) that are consistent with existing plans
- identify a road network (general location of arterial and
collector roads)
- identify the general location for public utilities
(municipal services)
- specify population densities
- preferred sequence of development

The Municipal Government Act states that when a
municipality is commencing a statutory plan process, that there
will be a means for members of the public or any person who may be
affected by the plan to provide comment on the plan. The
development of the West Area Structure Plan will inform affected
persons in the following manner:
- Direct notification of the plan preparation and purpose
statement to the landowners and adjacent property owners
requesting feedback
- Direct notification to Alberta Infrastructure, Alberta
Environment, the Wolf Creek School Division, Lacombe County
and other government departments to make suggestions at the
onset and the opportunity to provide comment on the Draft West
Area Structure Plan prior to the Public Hearing
- Background Information and the Terms of Reference as posted
on the Town of Lacombe's web site
- Presentation of the Plan to Council at their regular meeting
of January 22, 2001 (1st Reading of Bylaw 280)
- Public Open House was held on January 31, 2001 from 6:00pm to 8:00pm
in the Reception Room at Parkland Place (5033 - 52 Street,
Lacombe) and sixteen members of the public attended. A
questionnaire/comment sheet was circulated and requested to be
completed and returned by February 9, 2001. To date only
one form was returned.
- A Public Hearing was held Monday, March 26, 2001
- To allow further land owner input and consideration of
alternative, more intense residential development Council has
provided for a second Public Hearing scheduled for Monday, May
14, 2001 at
7:00pm at Council Chambers, at Parkland Place, 5033 - 52
Street, Lacombe.
- As part of the planning process Alberta Infrastructure
requested the Town to prepare a Traffic Impact Assessment. The
