11.0      Improvement Schedule and Cost Estimates

The results of the 2002 Transportation Study undertaken by Bunt & Associates has identified a considerable number of recommendations for the short and long term aimed at addressing the existing emerging issues as well as those anticipated as a result of growth to the 20,000 population horizon. Many of the improvements are small in scale while others are more significant. The Town would like to understand how these improvements relate to each other in terms of urgency, and so the following schedule of improvements for the short and long terms and estimated costs for construction have been provided. Note that the priority listing is subjective and related entirely to the information available to Bunt & Associates throughout the course of this study. It is possible and even likely that the Town and the province may wish to reorganize some of these items. As well, the cost estimates are intended to be order of magnitude in nature and the drawings included here are concept plans only. It is recommended that the Town undertake detailed cost estimating exercises for the improvements as part of the functional and/or detailed design process.

The recommended priorities for the short and long term schedules and the estimated order of magnitude cost estimates as prepared by BSEI (Brisbin & Sentis Engineering Inc.) are summarized here in Tables 11.1 and 11.2. Note that these estimates do not include shallow utilities, structures (retaining walls etc.), professional design fees, land/easement acquisition, soil reclamation or other third party costs. Note also that these cost estimates are representative of “typical” construction projects and do not reflect all topographic, hydrographic or other details. More detailed functional planning studies are required and recommended in order to more accurately assess these construction costs. Of particular note is the extension of 63rd Avenue west to 58th Street which passes sensitive environmental areas and experiences challenging horizontal and vertical alignments.

Items noted in the recommendations sections that reflect monitoring of traffic and accident conditions and other items not related to capital expenditures have not been included within this assessment.
