The purpose for the 1998 Highway 2A Traffic Study completed by Stantec Consulting was to assess the needs of the Highway 2A corridor in the context of changes in land use and in particular residential growth patterns. Specifically, the 1998 study looked at the changes that might be experienced by the Town if more residential development were to occur in the SE quadrant of the study area (south of Highway 12 and east of Highway 2A) with correspondingly less development elsewhere in the Town.
In effect, the 1998 study sought to undertake a small scale cross-check or sensitivity analysis to the 1990 Transportation study, as the 1990 study had been based on assumptions of greater residential development in the northern areas of Town.
The results of the 1998 study showed the need for improvements on Highway 2A, and the analysis undertaken by Bunt & Associates in this current 2002 Transportation Study generally concur with the improvements noted in the 1998 study. However, it is noted that the shift in residential development away from the north area of Town and toward the SE quadrant has not materialized since the report was completed in 1998.
Although the cross section of Highway 2A was utilized as a basis for analysis in the 2002 Transportation Study undertaken by Bunt & Associates, the bulk of the analysis and forecasts included in the 1998 study were generally not referenced to the same degree as the 1990 study in the development of the current 2002 study.
