There are currently two traffic signals controlling traffic in the town located at Highway 2A/Highway 12 and Highway 12/58th Street. No issues were noted at the Highway 12/58th Street intersection, and so the efforts noted here were directed toward the Highway 12/Highway 2A intersection.
Issues noted at the Highway 12/Highway 2A intersection were specifically due to the presence of the adjacent railway line located just east of the intersection. Signal pre-emption is included in the signal phasing plan as well special turn restriction signs. The key issue at this intersection is the traffic signal display on the west approach to the intersection. The traffic signals are comprised of two signal heads including the following indications:
· Left Head: Red Ball, Amber Ball, Green Ball, Left Green Arrow.
· Right Head: Red Ball, Amber Ball, Green Ball.
Photo 1 illustrates the signal displays for the west leg and it is noticeable that there is another signal indication to the right of the green ball in the left signal head.
The MUTCD indicates that for horizontal aligned heads, the order of display is Red Ball, Amber Ball, Left Green Arrow, and Green Ball. Thus, the arrow indication should be on the left side of the green ball indication.
Recommendation: Revise the traffic signal head on the west approach to switch the order of the Left Arrow and Green Ball signal lenses.
