The existing east access to the Golf Course on Highway 12 currently provides a full movement in/out access while the existing west access provides a left out/right out access to Highway 12. There are significant sight distance restrictions at this location, and improvements are clearly necessary in order to increase the level of safety at the intersection(s).
Sight lines were examined and a series of recommendations developed, as follows:
· The existing west access should be moved further west to place the driveway as close to the crest of the hill on Highway 12 as possible. This will improve the sight distance for the west access and therefore the safety of traffic operations in the area. All turning movements in and outbound associated with the golf course could be accommodated at this relocated intersection.
· Given the relocated west access location, there would no longer be a need to accommodate left turns in to the existing east access. The east access is located beyond the crest of the hill and therefore offers a less desirable access location from safety perspective for eastbound traffic. Signage prohibiting eastbound left turns at the east access should be considered. It is noted that outbound movements at the east access cannot be prohibited given the need to accommodate the in and outbound movements associated with the existing private residence located in the area.
The recommended design for immediate implementation is illustrated on Exhibit 4-6.
