A review of the intersection operating conditions confirmed that the Woodland/C&E intersection is currently functioning at a level of service of “C”, or effectively at the point where improvements are required. Upon review of the intersection, Bunt & Associates confirmed that while delays currently exist for one approach, signalization is currently warranted based on vehicular traffic volume. However, it should be noted that after the signalization of C&E Trail/Highway 12 and Highway 2A/Wolf Creek Drive/Woodland Drive, that the Woodland Drive/C&E Trail intersection will almost certainly be next in line for signalization. It is therefore recommended that the Town monitor traffic conditions at this location annually so as to determine the point at which a traffic signal should be installed.
The conditions at Woodland Drive/58th Street were also reviewed as outlined in the intersection analysis section. However, no improvements were found to be warranted at this time. That said, it is worth noting that this intersection is located in a speed transition zone and it is expected that the main issue at this location is the speed of southbound traffic on 58th Street approaching the intersection. Enforcement of speed limit at this location may resolve the existing issues.
