As noted, there were a number of emerging issues identified by the Town and Province at the outset of the study. Most of these issues can and should be dealt with as part of the short term improvement program developed as a result of the assessment of existing conditions. The following assessment of the emerging issues is based on the analysis undertaken as part of the preceding sections on intersection operation, link operation and the traffic control device audit.
