6.8    Implementation

Several methods of Sound Attenuation Implementation are possible and outlined below:

New Development adjacent to existing or imminent (< 10 years) traffic noise:

Any sound attenuation will be at the developers’ expense to achieve the required 60 dB(A) Leg24 or 65 dB(A) L10 Peak Hour for truck routes where economically and technically feasible.

New Development adjacent to future (> 10 years) traffic noise:

Where future traffic noise is anticipated, the developer will allow, in his design, the ability for sound attenuation to be facilitated, however any interim sound attenuation requirements will be at the developers’ expense to achieve the required 60 dB(A) Leg24 or 65 dB(A) L10 Peak Hour for truck routes where economically and technically feasible. Future sound attenuation will then be the sole responsibility of the Town.

Upgrading existing roadway adjacent to existing development:

The Town is solely responsible to accommodate any sound attenuation that is required.

Existing development adjacent to existing roadway:

The Town is solely responsible to accommodate any sound attenuation that is required. Such sound attenuation will be reviewed on an individual basis. Factors governing such implementation include cost feasibility, technical feasibility, and architectural aesthetics. In cases where the roadway may be upgraded in the distant future (> 10 years), the town may chose to install sound attenuation based upon the required 10 year traffic volumes, for the interim.

It should be noted that the Town would not typically be required to upgrade the sound attenuation on existing roadways unless residents and/or businesses insist on the installation of mitigation measures.
