7.2       Short Term (On-going) Implementation

Bunt & Associates has also developed a list of short term improvements that do not require immediate implementation, but rather implementation as opportunities arise over the next one to five years. Specifically, these include the following:

Alternatives for Continued Access of 58th Street to Highway 2

While there is clearly motivation for traffic to cross Highway 2 at this location, the volume of traffic doing so today is limited (even when consideration is made of seasonal variations in traffic volumes). Forecasts to the 20,000 population confirm that this intersection is not vital to the integrity of the Town road network. In the long term if and when the Town should annex lands west and north of Highway 2, there may be a demand for increased crossing capabilities at the intersection. This is discussed in more detail as part of the long term recommendations.

Traffic Control Device Improvements

There are a number of locations within the Town where the existing traffic control devices (signs, signals or pavement markings) are either inappropriate or inadequate for the current usage. These locations and the associated recommendations for improvement are noted in Section 4.3. These should be implemented on an on-going basis as opportunities to do so become apparent.

C&E Trail Reconnection

It is recommended that the Town consider the possibility of reconnecting C&E Trail. It is recognized that there will be land use issues as well as other technical issues in need of attention. However, the significance of this connection cannot be underestimated as it would serve to reduce traffic volumes in front of the schools and recreation centre while at the same time providing a vital connective link between residential areas north of 63rd Avenue and Highway 12. This is more of an issue for the 20,000 population horizon when traffic volumes become more significant in the area. However, any opportunities to accommodate this connection and/or to prevent development that would make the reconnection less workable should be pursued.

Overall Traffic Monitoring

It is recommended that Town monitor traffic and pedestrian volumes and accident activity at the critical intersections within the study area on an annual basis in order to ensure that improvements (signalization, pedestrian crossings etc.) are provided in a timely manner in relation to warrants being met and conditions lend themselves to implementation.

Noise and Street Lighting Standards

In terms of noise assessment and mitigation, it is recommended that the Town seek submissions from developers of new subdivisions using the FWHA Traffic Noise Model based on the criteria as outlined in this report. In terms of street lighting operation, it is recommended that the Town adopt the Illumination Engineering Society of North America (IESNA) publication RP-8 as their guideline for street lighting so as to maximize operational cost savings.
