8.4.2   Employment Land Use

Developed floor areas and specific site by site employee figures were not available at the time of this analysis, and so Bunt & Associates developed estimates for trip generation rates of employment uses based on ITE trip generation rates for a blend of various appropriate employment land uses (general office, hospital, research centre, light industrial, industrial park, manufacturing, and business park etc.). This resulted in an average weekday PM peak hour trip generation rate of 0.40 trips per employee.

This rate is considerably higher than the 0.30 trips per employee calculated for the weekday PM peak hour based on the City of Calgary AM peak hour rate of 0.25 trips per employee. It is also considerably higher than the PM peak hour rate used in the 1990 Transportation Study, though the 1990 Transportation Study also estimated internal employment based on residential trip rates.

It was Bunt & Associates opinion that the existing trip generation would be between the City of Calgary estimated rate and the published rate in ITE, therefore an average trip generation rate of 0.41trips per employee was applied in the model. The results of the calibration confirmed the appropriateness of this rate as the outbound trips from the employment zones was found to balance reasonably well with the inbound rates in the residential zones (once the retail trips were taken into consideration).
