A summary
of the parking inventory and peak measured occupancy is provided in Table 9.1.

Less than
10% of the overall parking supply is located on-street on Highway 12 and less
than 2% of the overall parking supply is provided on-street on Highway 12 in the
main downtown core.
At present
the overall peak parking demand in the downtown is 40.7% at 13:00. The greatest
demand is for off-street parking in both defined parking lots and alleyway
areas.
Overall
the parking system is functioning well. With the exception of alley parking all
of the measured occupancies are less than 50% and significantly less than an 85%
practical capacity level as illustrated on Exhibit
9-2. The higher usage measured for alley parking may be due to an
underestimate of available parking in the alleys and/or use of areas not
considered a parking stall during the inventory process.
Parking
utilization was found to be relatively constant throughout the day. The greatest
fluctuation between periods occurs for the on-street parking on Highway 12
indicating potentially shorter durations of stay for these parking areas. The
alleyway parking also dips through the mid day.
