1.2       Study Objectives

In discussions with staff of the Town of Lacombe, the following objectives for the study were established:

·        Identify the volume of trucks passing through Lacombe on Highway 12, in particular the section between 58th Street and Highway 2A.

·        Of the truck traffic that passes through the Town on Highway 12 without stopping, identify the nature of the vehicles and differentiate between gravel trucks and other trucks.

·        Of the traffic that passes through the Town on Highway 12 that stopped, identify the nature of the vehicle, differentiate between gravel trucks and other trucks as well as the duration of stay.

·        Identify the origin and destination of trucks passing through the Town on Highway 12, specifically including some or all of the following:

o     To/from the west on Highway 12.

o     To/from the east on Highway 12.

o     To/from the north on Highway 2.

o     To/from the south on Highway 2.

o     To/from the north on Highway 2A.  

o     To/from the south on Highway 2A.

The main objective for this study was to assess the proportion of truck traffic that passes through the downtown core on Highway 12 (between 58th Street and Highway 2A) without stopping and which could potentially utilize a bypass of the downtown area if such a by-pass were to be provided.  The procedure proposed for this study determined where the truck traffic was coming from and in what direction it was traveling beyond the municipal borders of the Town.  The scope of the study was not expanded to include a full cordon of the Town, and so the methodology could not be used to assess the length of stay of trucks making deliveries within the town and the number of trucks that began or ended their day within the Town.
