CALL TO ORDER Chairman Bill Nielsen called the meeting to order at 4:35 p.m.

 

DELEGATIONS/
PRESENTATIONS
Lacombe Minor Hockey re: Outdoor Rink
Micheal Kartusch and Sandy Jardine were in attendance to discussion the maintenance of the the outdoor rink.  The rink was operational for its first season this past winter.  It was well used by the community.  Volunteers were assisted by Town staff when they were available to clear and flood the rink.  Minor Hockey was requesting that the Town 
1) to assist with providing regular floods: Friday morning prior to the weekend; Monday morning following the weekend; and Wednesday morning for a mid-week flood
2) provide secure storage for ice maintenance resurfacing equipment.  
The intent is to provide a better ice surface for the users.

There was discussion regarding the pros and cons of the different types of resurfacing equipment.  Storage of any kind of equipment is an issue as the Town does not have any available space.

One of the options was for Minor Hockey to provide financial assistance for town staff to carry out the maintenance. This will be an item reviewed in conjunction with the budget review.

INFORMATION Recreation Services Monthly Report
Chris Lust reported that the Fundraising Committee is on target with meeting its goal.  The Fundraising Coordinator's position is being advertised to fill.  Summer programs (Creative Art Escape and Drama Discovery) went well with full classes.  In the fall only one adult class is being offered due to not having facilities readily available.  For the same reason the Children's Christmas Party won't be held this year.  The Active Living Fair was held September 13 with over 30 organizations represented.   Copies of the 2006-2007 Cultural Brochure were circulated for the Board's information. The Trail brochure is at the printers and will be available in the next few days.  The annual "The Arts" Gala Fundraiser is scheduled for November 4th.

Calvin Bennefield reported that the pool was closed for the annual shut and will reopen October 1.  Staff are painting including the main tank.  For the first time the water being used to refill the main tank is clear as the water from the regional system is now available.  The arena was busy through the spring and summer with lacrosse, in-line hockey, the provincial ringette school, and hockey school.  Lacrosse is looking at hosting provincials July 6  & 7, 2007.  Maintenance has been a challenge with all the activity.  The back ice will be open after the Thanksgiving weekend.  The campground has been busy this summer -- a number of long term users have reduced the number of sites for the traveling public.  

Ken Kendall reported that he is now overseeing public works.  Parks was moved back over to recreation for operations.  A letter has recently been received from the Dolphin Swim Club expressing concerns on a number of issues.  The staff have met with the club in the past and felt many of these issues had been dealt with.  Ken will be meeting with the executive in the near future.

 Kinsmen Aquatic Centre Monthly Report
The monthly statistics were circulated to the Board as information.  It was noted that there is a lot of school use.

Lacombe Regional Centennial Centre Project
Ken Kendall reported on the challenges associated with the project in this heated economic environment.  The project is about 2 - 3 weeks behind schedule.  The original electrical and mechanical engineers were replaced due to non performance issues.  Additional grant programs are being sought to assist with the increased cost of construction. 
A tour of the facility will be schedule prior to the next Board meeting. 

Communities in Bloom
Dale reported on the activities of the Communities in Bloom committee.  The mural project is one of the major areas being perused by the committee.

9th Annual Cross Country Run
Bill reported on the cross country run to be held on October 15 starting at Canadian University College.
