TERMS OF REFERENCE FOR BLACKFALDS, LACOMBE,
PONOKA REGIONAL WATER STUDY |
A.
PROJECT
SCOPE
The scope of this project shall include, but not necessarily be limited to, the provision of engineering services for a "Blackfalds, Lacombe, Ponoka Regional Water Study" which shall address the following:
USERS
· Primary Communities of Blackfalds, Lacombe, Ponoka
· Define potential other Regional Water System users.
· Rural users – Lacombe and Red Deer Counties
· Industrial users – Prentiss/Joffre
SYSTEM DESIGN ISSUES
· Population and water usage projections for potential Regional Water System users.
· Philosophy for initial sizing and future upgrading of major system components.
· Feasibility and consequences of available options for water supply source and treatment.
· Life cycle cost estimates for each available option for water supply source and treatment.
· Recommendation for water supply source and treatment.
· Pipeline alignment, cost estimate and recommendation.
· Pipeline materials, cost estimate and recommendation.
· Connections to users, types and recommendations.
· Supervisory Control and Data Acquisition (SCADA) system recommendations.
· Pipeline transient pressures and recommendation for addressing this in predesign and design.
LAND ISSUES
· Preliminary pipeline routing.
· Land requirements.
· Identify potential land issues.
OPERATION AND MAINTENANCE ISSUES
· Present Control Philosophy for major system components.
· Staffing requirements.
SYSTEM OWNERSHIP
· Shared Community Ownership with Community Investment.
· Water Commission with Commission Investment.
ENVIRONMENTAL ISSUES
· Present any environmental issues there may be, resulting during construction, commissioning and operating of the Regional Water system and indicate mitigative measures.
· Red Deer River impacts – Intake restrictions
– Other discharges to river
REGULATORY ISSUES
· Present requirements as applicable for:
· Red Deer River Intake
· Water Treatment Plant
· Pipeline Right-of-Ways
· Highway and Railway Crossings
COST ESTIMATES
· Capital cost estimates.
· Operation and maintenance costs.
· Life cycle costing. Costs per m³ of water to community connection points.
GRANTS
· Available grants.
· Options of grant allocations to project and/or communities.
PROJECT SCHEDULE
· Present project schedule, including study, predesign, approvals, design, construction, commissioning and testing, and initial operation.
B.
COMMUNICATION
· For the duration of the study, the Consultant shall report to and communicate with the "Steering Committee of the Blackfalds, Lacombe, Ponoka Regional Water Study". The primary contact will be Jack Friesen, Chair of the Steering Committee.
· For purposes of obtaining specific information on Blackfalds', Lacombe's, Ponoka's or other potential user systems, the Consultant shall communicate directly with Blackfalds, Lacombe, Ponoka or other potential users, as the case may be.
C.
DELIVERABLES
The "Blackfalds, Lacombe, Ponoka Regional Water Study" report shall address all of the above issues, and shall also include:
· a description of the recommended Regional System;
· system parameters (water usage projections);
· a description of all proposed major system components, as there may be: River Intake, Low Lift Station, Water Treatment Plant, Pipeline Pump Station (if any), Pipeline, Truckfills (if any), and all connections to user points including taps for country residential services;
· a pipeline route map and profile;
· water intake and WTP location maps, if applicable;
· WTP concept, plan and sections, if applicable;
· preliminary hydraulic analysis; and
· system flow diagram.
· Charts and Tables presenting the costs and economic summaries of the system for each community.
D.

· Senior Technologist – Bob Hanewich
· Support Team – Mechanical/Hydraulics/Drafting/etc.
E. PROJECT SCHEDULE
· Project Start and Authorization to Proceed – November 7, 2000.
· Progress/Review Meetings – November 7, 2000 to February 28, 2001.
· Draft Report for Review – February 28, 2001.
· Final Report – March 14, 2001.
F. STUDY COST
· Breakdown of the study time costs and expenses is outlined in the attached table. UMA Engineering would complete the study for a lump sum cost of $42,000.00 including expenses.
