| Town's
annual Fall Cleanup campaign begins on Tuesday, October 10 |

During the annual Fall Cleanup campaign the Town of Lacombe will provide special refuse pickup for household and yard refuse you would not ordinarily place in the municipal garbage bins.
- To prevent unsightly accumulations of waste over a lengthy period, all property owners are requested to set out items for disposal no earlier than the times specified. Items left after such periods will not be
collected and disposal will remain the responsibility of the property owner.
- Please place all items for disposal at the edge of your property, ensuring that
pedestrian and vehicle traffic is not blocked.
- All items must be neatly tied, bundled or bagged. Unmanageable items will not be collected and disposal will remain the responsibility of the property owner.
Fall Cleanup Schedule
RESIDENTIAL AREAS WITHOUT LANES
Oct. 10 - College Heights, Elizabeth Park, Terrace Heights, Hearthstone, Lincoln Park, Country Ridge Estates, Regency Park, The Lakes
Oct. 11 - Woodlands, Heritage Subdivision, Bruns Park, English Estates, Parkland Acres Trailer Park
Oct. 12 - Area west of 58th Street and north of 54th Avenue and 60th Street area, Cranna Cove, Willow Ridge, Michener Subdivision, Iron Wolf, all other front street pickups not listed above
Disposal items should be placed on grassed areas near sidewalks or curbs between 7 PM on the day before collection and 7 AM on the day of collection.
RESIDENTIAL AREAS WITH LANES
The collection period in laned areas will run from October 16 to 20. Pickup will begin at the south end of town and continue northward until complete.
Disposal items should be set out no earlier than 7 PM on October 15 and no later than 7 AM on October 16.

Town's
Chief Administrative Officer to retire in 2007; Council appoints
assistant town manager as successor
|
The
Town of Lacombe wishes to announce that Robert Jenkins, the
municipality's Chief Administrative Officer (CAO) since 1985, will
retire in June, 2007 following 22 years of distinguished service
to the community of Lacombe.
Town
Council has appointed another veteran Town of Lacombe
administrator to succeed Mr. Jenkins in the municipality's top
management post: Ken Kendall, who has served as Assistant Chief
Administrative officer since 1992.
The
process of transition from the current CAO to successor will
evolve over the next 12 months. Mayor Judy Gordon noted that with
the Town facing the departure of its longstanding senior manager,
Mr. Kendall's 14 years of local knowledge and experience presented
the members of Town Council with a golden opportunity to achieve
continuity and a smooth transition.
"Lacombe
has been fortunate. It's not often that a CAO remains with one
municipality for two decades. Council extends best wishes to Mr.
Jenkins for a happy retirement, and is looking forward to working
with Mr. Kendall in his new role," she said.
The
fact that the two managers have worked together for so many years
will make the complex management changeover process much easier
for a municipality working hard to stay ahead of rapid population
and economic growth.
"This
community has offered me tremendous opportunities and professional
challenges in the past," Ken Kendall said. "I see a very
positive future for both our town and its residents."

Regional Tourism launches revamped website |
| Local
tourism received a major boost on June 27 with the launch of a
redesigned Lacombe regional Tourism website at www.lacombetourism.com.
The new-look website (shown at right) offers visitors and
residents alike up-to-date information on recreational activities,
events, accommodations and services within Lacombe and in the
surrounding Lacombe County area.

| Smoking
restrictions policy amended by Council |

Under the provisions of the provincial
Smoke-Free Places
Act, all government buildings, banquet halls, entertainment facilities and enclosed public spaces must be smoke-free if minors are permitted to enter.
To further minimize the possible exposure of adults, and particularly minors, to second-hand smoke at the entrances of public facilities, Council has amended Policy 71/241 as follows:
Smoking in unenclosed and outdoor public spaces is now prohibited within 6 meters from major public entrances on all Town-owned property accessible
to minors.
The cooperation of smokers in observing this new policy is greatly appreciated. |

Outdoor
watering restrictions
Effective
on a year-round basis, the watering of all lawns and gardens is
restricted to an alternating "odd-and-even" system
 |
In September 2003, Council approved an amended policy for local watering restrictions. Rather than creating public confusion by imposing such restraints each spring and removing them in the fall, the revised policy now requires continual, year-round restrictions on all outdoor watering.
The watering of lawns and gardens is restricted on a continuing, year-round basis, with occupants or owners of even-numbered addresses being permitted to water lawns, gardens and plantings on calendar days of the months ending in even numbers, and odd-numbered addresses on calendar days of the months ending in odd numbers. The use of water on newly-laid sod or plantings will not be
restricted.
Should dry weather conditions and unusually high demands on the Town's water supply system make it necessary, the following further progressive levels of restriction may also be imposed: Level 1 - Use of water for lawns and gardens is restricted to two days per week, with even-numbered addresses using water Wednesday and Sunday, and odd-numbered addresses using water Tuesday and Saturday. The use of water on newly-laid sod or plantings will not be restricted. Level
2 - Use of water for lawns and gardens is restricted to 1 day per week during the hours of 7 PM to 10 PM only, with even-numbered addresses using water on Tuesday and odd-numbered addresses using water on Friday. The use of water on newly-laid sod or plantings outside of this restriction may be allowed in exceptional circumstances. Level
3 - All outdoor and non-essential indoor use of water
is prohibited.

Thanksgiving
weekend garbage pickup schedule
- Thanksgiving Holiday (October 9):
Curbside garbage normally picked up on Monday, October 9 will be collected on
Tuesday, October 10.
Special
note: Large residential
garbage bins and commercial garbage bins will be scheduled for
pickup as close to the normal day as time and garbage volume
allows.

Important
information for landlords
Landlords are reminded that the Town will issue billings for utilities (water, sewer and garbage collection) to the property owner unless a tenant has made arrangements at the Town office to assume responsibility for such services.
All new tenants must have completed the necessary paperwork and paid the required deposit at the Town Office before utilities billing will be transferred.
In some cases, utilities billing transfers may also be subject to additional conditions.

be a good neighbor! The Town of Lacombe enforces a number of bylaws for the benefit of the general public which require compliance by residents (both homeowners and renters) and business owners. Your cooperation in observing these bylaws will help ensure Lacombe's streets, sidewalks and trails remain as safe, clean and free of obstructions as possible.

Pet Control
The Town receives many complaints from park and trail system users regarding people not
"scooping poop" after their pets defecate. As a result, a zero tolerance policy is now in effect, and patrols of the parks and trail areas are being made to catch the offenders.
The fine for this offense is $50. Offenders WILL be ticketed.
- All pets in Town parks and recreation areas must be on leashes. Pets are not allowed in areas containing playground equipment.
- All dogs within the Town boundaries must be licensed.
- Cats must remain on the property of their owner. Those who allow their cat to roam can receive fines starting at $50.

Backyard Fire Pits
Residents are allowed to have fire pits on their property provided that they are constructed of non-combustible materials and covered by a screen of half-inch metal mesh.
Fire pits must be located a minimum of 3 metres (10 feet) from any combustible materials. Flames must not exceed a height of 1 metre (3 feet).
Only clean, dry firewood may be burned. Burning of household garbage, papers or yard waste is not permitted. All fires must be supervised at all times by an adult.

Recreational Vehicles
Parking of recreational vehicles is permitted on the streets of Lacombe ONLY between May 1 and September
30, and provided they do not pose a traffic or safety hazard. Parking of unattached boat, utility or commercial trailers is not permitted at any time.
When using your own driveway to park your recreational vehicle, please ensure that it is fully contained within your property. No portion of the recreational vehicle is permitted to protrude onto a public street, lane or sidewalk.

Garage Sales
Garage sale signs are an eyesore and often create litter. Besides YOUR OWN property, the only place garage sale signs are permitted to be posted within Lacombe are on the garage sale notice boards located at the Lacombe Memorial Centre and the Recreation Complex.
Anyone who places garage sale or other signage on Town boulevards, sidewalks, streetlights, poles, etc. may be ticketed. Any such signs found will be removed and destroyed.

of Arms a symbol of Lacombe's vibrant history |
| On
July 12, 2004, the Town made public the design of
its new Coat of Arms as the official symbol of the
municipality.
The new Town of Lacombe
Coat of Arms (at right), Flag, Badge and Motto were
created by the Canadian Heraldic Authority in
Ottawa and granted to the Town by Mr. Robert Watt,
Chief Herald of Canada. They are now entered in the
Public Register Of Arms, Flags and Badges of
Canada.
In addition to the
"Town Of Lacombe" wordmark beneath the
shield, the banner may also include the Town motto,
"People, Pride, Progress." This motto was
suggested by the Town to express the values and
spirit of our community. To
